Kjell is the CEO Spectral Technologies Inc. and its sister company Scanocean Service Inc. and overall in charge of the two companies.
❝ Kjell who originates from Sweden is a permanent resident in the Philippines since 1992. He started his professional career as an Electrician and Electrical Engineer onboard Swedish General Cargo and Reefer Cargo Ships but ventured rather early into Sea Personnel Management.
He worked in management positions for Manning, Ship Management and Ship owning companies for more than 18 years in Sweden, Singapore and the Philippines before he started his current career focused on production and sales of Maritime Softwares.
His long career in Maritime HR and Ship Management makes Kjell well suited to work with the design of softwares used for Maritime implementations.
Christian is a Director of Spectral and our senior Software Development Manager and in charge of our System Development team.
❝ Christian started his professional career as a Personnel Clerk in a private company in Makati City, Philippines while completing his degree in Bachelor of Science in Computer Science. He joined Spectral Technologies in February 2006 as a Junior Programmer and then handled client support.
He was promoted to Senior Programmer in June 2009. With his experience in software analysis and development especially of Maritime related softwares, he was promoted to Project Manager in 2012 and has finally been overall in-charge of the company software development and support team since May 2015.
Anthony is a Project Manager in Spectral Technologies Inc. in charge of various software projects of the company, one being the Maritime Personnel System (MPS).
❝ Tony studied Bachelor of Science in Information Technology at The Polytechnic University of the Philippines. He started his professional career as a Junior Programmer in Spectral Technologies Inc. in 2009 right after he graduated with works mostly focused on software development. His skills and experience in Maritime software paved his way to become a Senior Programmer and finally in 2015, as one of the company’s Project Managers.
Rose is a Director and Corporate Secretary of Spectral Technologies, Inc. and manages the administrative side of the business.
❝ Rose is very much engaged with the Videotel part of the group activities where she maintains daily contacts with existing clients to coordinate product deliveries, adding contract addendums and monitor client payments.
She originates from the province of Rizal, and is a graduate of AB Mass Communication from Far Eastern University. She also Studied Research and Development Management at UP-OU (Los Baños Laguna) and is a licensed Teacher. She started her professional career in one of the real estate company in Makati as Area Sales Supervisor. She then joined Scanocean Service, Inc. in 1994, and later on transferred to Spectral Technologies, Inc.
Lextuz is a graduate from Ateneo De Naga University with Bachelor Degree in Computer Science in Iriga City, Philippines.
❝ Lextuz currently holds the position as Software Support Manager and Quality Control Person for the WRH and WRH-SM family of software products. Lextuz is also actively engaged in technical support of Videotel VOD and webFTA systems to Videotel clients based in the Philippines as well as overall in charge of Spectral’s internal computer network.
He joined Spectral Technologies Inc. in September 2005 in the position as Network Administrator.

❝ VOA is an Internet based programme designed to provide you with a tool to help assess the competency of your seafarers by delivering assessment based questions. Assessments, incorporating CDI questions, can be set up by selecting questions from an extensive and growing database which, in turn, can then be assigned to selected seafarers. The assessments are completed on line and the results are accessed through webFTA.
VOA can also be upgraded with a “Question Designer” plug-in application, which will allow you to add questions specific to your own Safety Management System. This would enable you to assess officers on your very own operational procedures and practical aspects of your Safety Management System.
VOA provides strong evidence of objective assessment of your officers, often raised during office flag state, Class or Oil Major audits. VOA will help you to identify the strengths and weaknesses in your seafarers, prior to and during employment, including how they are progressing and recommend further training to plan each individual’s training needs as part of your overall competency management programme.
